Executive Summary

Lior Agai is responsible for tenders and for advanced methods in purchasing (strategic aspects of contractual engagements) at the consultancy. He also manages the central payroll bureau of the firm, which provides comprehensive services in the area of salaries and manpower to businesses with over one hundred employees. 

Lior served in the past as VP of finance of the Hebrew University; Brigadier General in the Israel Police and economic advisor to the Police Commissioner; senior head of the salary and terms of service section at the Ministry of Finance; and, later, as manager and one of the founders of the Government Purchasing Administration at the Ministry of Finance (equivalent to Deputy Accountant General). The unit is responsible for all government tenders (central and local, in various government ministries), in addition to the following responsibilities: encouraging small and mid-sized businesses to increase their participation in government purchasing, writing the Mandatory Tenders Law and associated regulations, encouraging local purchasing, training government purchasing staff, and more. Lior was responsible for establishing an online purchasing system for the government ministries, and additional systems.

Lior is also a member of staff at the Ono Academic College and in directors’ training courses on game theory, strategic decision-making, public governance, economics, and accounting.

Lior's experience in payrolls:

Lior has a great deal of experience working with government agencies in the area of payroll; he was responsible for the calculation of approximately 200,000 salary slips each month, as well as annual salary reports for employees and institutions, and annual salary execution reports for each government ministry based on main salary components, retroactive salary payments, and government service terms. Lior provided instruction and training to payroll accounting offices and their employees at government ministries, and aided them in maintaining the qualifications and professional skills of salary comptrollers at the ministries. He was also responsible for the salaries of service workers at government offices (guards, cleaners, IT personnel, catering staff, etc.) and served as a member of many committees on oversight and legislation in this area.

Lior has extensive experience in specifications of executive reports and lateral economic analyses in the areas of payroll and pensions, and in managing relationships with adjacent systems such as human resources, attendance, SAP modules, and more.

He is also experienced in embedding controls in payroll procedures, and responsibility for interfaces and proper transfer of funds to the various tax authorities, provident funds, etc.

Lior holds an expanded B.A. degree in Economics, a B.A. degree in Management and Accounting, an LL.B. degree, an LL.M. degree, and an M.A. degree in Financial Management from the Hebrew University of Jerusalem
