ARTICLE 6.4 (A6)

Article 6.4 of the Paris Agreement establishes a centralized, UN-supervised carbon crediting system known as the Paris Agreement Crediting Mechanism (PACM). It was created to replace the Kyoto Protocol’s Clean Development Mechanism and to support stronger global climate action with higher environmental standards. The mechanism enables countries to cooperate internationally by generating and trading regulated, project-based carbon credits that contribute to emission reductions and sustainable development.

Under Article 6.4, emission reductions are issued as tradable credits (A6.4ERs), which must be approved by host countries and accompanied by corresponding adjustments to prevent double counting. Oversight is provided by the Article 6.4 Supervisory Body, which sets methodologies, approves activities, manages registries, and ensures compliance with quality and sustainability requirements.

Compared to the CDM, Article 6.4 applies more rigorous rules, including performance-based baselines and safeguards for biodiversity and social impacts. Its primary goal is to create a transparent, credible global carbon market that channels investment into high-impact mitigation activities, supports countries in meeting their NDCs, and strengthens overall climate ambition.

Safeguarding Impartiality

Ziv Haft BDO Consulting and Management Ltd (Hereinafter: "BDO") is responsible for overseeing all that all the administrative procedures relevant to the Paris Agreement Crediting Mechanism framework (A6.4) activities are withheld in accordance with A6.4's accreditation standard. This includes tasks such as safeguarding impartiality, information management, document control, record control, internal audit, corrective and preventive actions, and management review.

Rule 4 of the Code of Conduct of the Institute of Certified Public Accountants in Israel states that "A member, when providing professional service as an independent, shall refrain from any act or omission that might impair his impartiality." Similarly, Regulation 1(2) of the Regulations establishes that "Among the acts and omissions of accountants that constitute conduct unbecoming the dignity of the accounting profession is any act or omission that impairs his impartiality as an accountant." The accountant shall not undertake actions that may appear to compromise impartiality or place him in a conflict of interest, as this would diminish public confidence in the accuracy of company reports and the auditor's opinion.

Impartiality is the backbone of the profession, and therefore the firm must examine the existence of relevant guidelines before deciding on engagement/continued engagement with a client.

BDO upholds the highest standards of integrity and impartiality in all operations, including A6.4 validation and verification/certification (VVC) functions. BDO operates credibly, independently, non-discriminatorily, and transparently. As an Israeli CPA firm, BDO recognizes that the Certified Public Accountants Law takes precedence over our activities. Our Impartiality Policy aligns with this law while meeting A6.4 standards. BDO ensures no conflicts of interest compromise our impartial decision-making, including between VVC functions and other organizational parts or related bodies. We maintain sufficient human and financial resources to safeguard our independent judgment in VVC activities.

All BDO's employees, including A6.4 personnel, is required to sign annually a professional ethics commitment and impartiality statement via a online system that maintains records of such agreements according to internal Professional Ethics Procedure (02.01).
